The Republic of Moldova has received financing from the World Bank toward the cost of the Micro, Small and Medium-Sized Enterprise Competitiveness Project (MSME) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the conduction of a due diligence to evaluate the Republic of Moldova’ readiness for e-KYC deployment, including inter alia, the existing regulatory framework, institutional set-up and format, technical preconditions and readiness for e-KYC implementation, compliance with the EU best practices and benchmarks, as well as potential market demand & readiness by main stakeholders to use e-KYC services.

In addition, the assignment aims to ensure alignment with private sector needs, focusing on assessing the compatibility of the legal framework with e-KYC implementation, evaluating interoperability with existing digital infrastructure, identifying market demand among private sector.

The Project Implementation Unit of the MSME Competitiveness Project now invites eligible individual local consultants (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The mandatory qualifications and experience shall include:

  • University degree in computer science, law or another relevant domain.
  • Proven experience in providing consultancy in reforming IT services and setting up information systems development processes in private and/or governmental organizations for at least 7 (seven) years.
  • Knowledge of the Moldovan Government setup and good knowledge of legislation related to ICT field, government operations, modernization of government services, etc.
  • Strong analytical skills and proven track record with the implementation of similar or alike assignments with at least two projects successfully implemented during the last five years, for private and / or government clients.
  • Excellent understanding of the existing digital landscape, including E-Governance ecosystem, services and platforms.
  • Familiarity with software development lifecycle, enterprise architecture, cloud computing and SOA concepts.
  • Familiarity with innovative public services re-engineering approaches would be an asset.
  • Certification in software engineering would be an asset.
  • Ability to effectively communicate and write in Romanian and English.
  • Prior experience with World Bank, IMF, UN, EU or other donor-financed projects is desirable.

The Consultant shall provide relevant references to confirm the experience and qualifications.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations and to be specifically set out in the Request for submission of the technical and financial proposal.
