GENERAL CONTEXT AND BACKGROUND:

HELVETAS is the largest Swiss nongovernmental organization with a dual mandate for long term development and humanitarian response. It has been present in Moldova since 2018 implementing projects in the field of market systems development in the field of agriculture.

Currently HELVETAS is implementing the project Building Resilient Communities in Stefan Voda rayon , with financial support from USAID. The project is focused on strengthening the capacity of local authorities and communities in Stefan Vodă to manage and reduce disaster-related losses and damages, through community-led inclusive disaster risk reduction and preparedness. In this regard we are looking for a Project Manager to join our team.

GENERAL POSITION SUMMARY:

Project Manager leads, monitors and supervises staff implementing the project Building Resilient Communities in Stefan Voda Rayon. Project Manager monitors the execution of project activities, liaises with government officials and other humanitarian actors, and reports to the project steering committee and regularly informs the advisor DRM to ensure that project objectives and outcomes are achieved successfully. Project Manager develops and coordinates the planning of project activities and budget, and delegates duties and tasks to each team member. Project Manager supervises the execution of tasks and implementation flows and represents the project implementation unit and project with partners, donors, public institutions, stakeholders, and private actors.

MAIN TASKS:

Objective 1: Programming & Operations

  • In cooperation with the project staff, Project Manager plans and monitors the activities progress, in compliance with the contract signed with the donor and with HELVETAS and Donor`s procedures;
  • In collaboration with Finance Manager, Project Manager plans all expenditures to make. Project Manager regularly monitors all made expenditures. In cooperation with the Finance Manager and HR&Admin Manager, Project Manager prepares the Procurement Plans. Project Manager ensures the organization`s and donor`s procedures respected when purchasing goods and services;
  • In coordination with MEAL Manager, and in compliance with the HELVETAS and Donor`s requirements, Project Manager is responsible for the MEAL and Reporting Plan revision and regular updates, strong coordination with MEAL Department and ensuring the project`s indicators are achieved, properly tracked and reported;
  • Project Manager is responsible of the correct management of all goods purchased for the project, both directly and purchased by other offices/field offices. For all goods purchased by the project Project Manager updates the inventory, in cooperation with the HR&Admin Manager;
  • In relation to the project, Project Manager communicates with the donor’s officers, the local authorities which are competent in the aspects related to the project, the project’s partners and beneficiaries, in compliance with the organization’s guidelines.
  • Develop and maintain good relationship with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of HELVETAS activities;
  • Lead the dissemination activities about the project;
  • Informing and documenting the anomalies and the challenges carried out in the cash based programming;
  • Participate in monthly/quarterly/annual highlights/reports and proposals for donors;
  • Participate in programme quality monitoring and evaluation exercises.
  • Hold regular thematic updates with the associated advisor Disaster Risk Management

 

Objective 2: Team management & Leadership

  • Lead and manage a team of 2 people (including people planning, performance, well-being and development);
  • Develop work plans for the team members considering assigned tasks by the Programs Coordination;
  • Ensure timely submission of time sheets and other documents respecting HR procedures;
  • Plan and coordinate proactively logistics movements of staff from and to different operational areas;
  • Initiate procurements and ensure their execution in coordination with the Emergency Response Representative;
  • Ensure effective planning and quality implementation of the HELVETAS activities;
  • Ensure daily monitoring of area;
  • Asses the daily quality;
  • Provide technical support, guidance, and inputs to the team;
  • Contribute to recruitment and/or performance appraisal of members of the supervised team

 

Objective 3: Data collection and reporting

  • Data collection and recording regarding the project indicators and the potential beneficiaries;
  • Report over day the problems to the Emergency Response Representative;
  • Report daily activities, incidents and achievements;
  • Report the use of materials and possible improvements;
  • Support in the design, implementation and/or monitoring of any activity relevant for the projects;
  • Is involved in any evaluation on filed survey implemented by HELVETAS;
  • Maintain an accurate reporting and data management of the activities

REQUIRED KNOWLEDGE AND SKILLS:

  • Postgraduate or Masters degree in International relations, Social Sciences, economic development and/or relevant field
  • Sound understanding of remote management / monitoring practices
  • Excellent skills in problem solving and mediation
  • Excellent presentation and persuasion skills
  • Work with State Officials and public institutions
  • Usage of tailored and case management approaches
  • Knowledge in projects implementation and programme quality assurance
  • Strong time management skills
  • Ability to deliver messages to a large audience in a comprehensive manner
  • Ability to multitask
  • Excellent communication skills in English, Russian, Romanian, oral and written, including a good track record of report writing
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
  • Reporting capacity organized and rigorous

  • Ability to work in a team
  • Driving licence B category

PROFESSIONAL EXPERIENCE:

  • Minimum 2 years work experience in the development / humanitarian sector/with NGOs or other development institutions
  • Good skills and experience in all aspects of programme cycle management - design and development, implementation, and monitoring and evaluation
