1. WORKING CONDITIONS AND REMUNERATION

Location: Moldova, based in Chisinau

Contract: Determined Contract of 12 months, with a 3 month trial period

Starting date: 01/03/2024

Line manager: Programme Manager

Salary: To be defined according to the candidate's profile. 90% health insurance covering employee, spouse and minor children under 18.

2. JOB DESCRIPTION

Reporting to the Programme Manager, the Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer will be responsible for:

  • Developing comprehensive MEAL plans aligned with WeWorld's operational framework, ensuring clear understanding and implementation by mission team members.
  • Managing the information system of the mission's projects.
  • Collaborating closely with project teams and partners to continuously provide the necessary data and information network for program monitoring and evaluation.
  • Identifying challenges that may hinder activity implementation and facilitating partnership relations.

The MEAL Officer will work under the supervision of the Programme Manager and coordinate with Project Managers to ensure project activities are aligned with project/program objectives.

MAIN RESPONSABILITES:

1. Strategic orientation

  • Develop sector-specific action plans.
  • Conduct comprehensive analyses of the effect/impact of WeWorld programmes through direct monitoring and evaluations or by external evaluators.
  • Ensure collected data is used for operational decision-making and to fulfill contractual commitments to donors.
  • Manage the implementation of MEAL activities.

2. Capacity building and Technical Support

  • Enhance the capacities of programme teams in data collection and analysis methods, indicator measurement, feedback, and complaint mechanisms, do no harm analysis, etc.
  • Provide technical and methodological support to programs for monitoring and evaluation activities implementation, data management, and integration of cross-cutting issues.
  • Assist WeWorld teams in developing or adapting tools for project monitoring and impact assessment.
  • Coordinate capacity-building activities for stakeholders regarding data analysis and evaluations tools.

3. Monitoring and Evaluation

  • Design and manage project dashboards.
  • Propose and organize monitoring and evaluation missions for programmes in coordination with the Programme Manager.
  • Ensure post-intervention monitoring and internal evaluation.
  • Support programme teams in addressing cross-cutting issues and in the realization of thematic studies.
  • Produce and disseminate analyses, reports, and recommendations.
  • Propose adjustments or new activities to improve the quality of operations.
  • Capitalize on lessons learned from programme implementation.
  • Contribute to the terms of reference for external evaluations and studies.

4. Accountability

  • Monitor the implementation of accountability frameworks.
  • Improve and manage WeWorld feedback, complaint, and response mechanism (FCRM).
  • Ensure communication with the Gender and Protection Officer and the Project Managers.
  • Ensure complaints are recorded in a formalized database, processed, and receive appropriate and timely responses through the appropriate channel and in compliance with confidentiality rules and WeWorld policies.
  • provide FCRM analysis and reports.

5. Knowledge management and Representation

  • Establish and ensure the proper use of knowledge management tools.
  • Support the monitoring of programme recommendations and work on action plans.
  • Disseminate after validation the final versions of M&E reports, studies, and analyses.
  • Support fundraising efforts and proposal review.
  • 6. Other Duties

    • Perform any other duty requested by the line manager.

3. REQUIRED PROFILE FOR THE POSITION

1. Qualifications and Professional Experience

  • Degree in social sciences, humanitarian or international development.
  • Minimum 3 years of experience in an international humanitarian NGO, including at least 1 year in a similar position.
  • Experience in implementing monitoring and evaluation systems.
  • Experience in team management and capacity-building.
  • Skills in implementing and reporting on quantitative and qualitative surveys.
  • Proficiency in data collection, data management, and statistical analysis tools.
  • Knowledge of Ukrainian and Russian is desirable.
  • Experience in establishing and monitoring FCRM is desirable.
