GIZ - Administrative Specialist  (part-time)

The GIZ is looking for an Administrative Specialist within its regional project “Regional Fund for Public Administration Reform in the Eastern Partnership”, which is financed by the German Government.

This part-time position is expected to start on the 01st of September 2023 for a 12-month period, with the possibility of extension.

The primary role of the Administrative Specialist is to implement and monitor the financial agreements in four partner countries and facilitate the project´s implementation by assuring efficient administrative support. The permanent workplace for this position is in Chisinau. As this is a regional programme, readiness to travel in the EaP region and Europe is expected.

Overall responsibilities covered by this position are as follows:

  • preparation, implementation and monitoring of financial agreements in four partner countries
  • supporting the project staff in organizing and conducting project activities and events
  • supporting the Project Manager as well as international and national experts by arranging contacts or meetings with different institutions
  • assisting in preparation of project documentation
  • ensuring that tasks and information flows between team members are carried out in a smooth and effective way
  • keeping the overall project planning up-to-date, as well as the administration of project office running costs
  • supporting project staff in the administration of necessary project related contracts including the financing agreements
  • ensuring timely communication / exchange of information with GIZ Country Office
  • communicating efficiently with project partners with which regular contact is maintained
  • meeting the administrative needs of the office independently, with a minimum of intervention
  • ensuring that financial and administrative regulations are complied with, according to GIZ rules
  • providing verbal and written translation of project documents and meetings
  • any other supportive tasks that contribute to the project success.

Required qualifications:

  • Bachelor’s and/or Master’s degree in Economics/Accounting, Business Administration, International economic relations, or another relevant subject
  • at least 3 years professional work experience, involving financial responsibility and translations (written and verbal)
  • excellent English and Romanian writing and communication skills, ideally a knowledge of Russian would be an asset
  • in-depth understanding of financial planning and accounting
  • broad experience of management and administration
  • strong attention to detail and confidentiality
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • be a team player, supportive of colleagues and able to ask for support when required
  • able to work to deadlines, under stress, and cheerfully
  • excellent computer skills (MS Office, Outlook, Internet and other)
  • willing and able to travel inside and outside the country for event support, when needed
  • excellent drafting and presentation skills
  • strong analytical and organizational skills, accurateness
  • outstanding networking and communication skills
  • strong communication skills as well as a desire to work in an efficient, independent, and innovative manner in a multi-disciplinary and inter-cultural team are expected
  • Moldovan citizenship or holding permanent resident status in Moldova.
