GIZ -Communication Specialist

GIZ is looking for a Communication Specialist for its project “InfoTrustAlliance Moldova”, which is financed by the German Government. The new GIZ project aims to improve the capabilities of mandated state actors in the Republic of Moldova to recognize and analyze disinformation and to implement appropriate countermeasures, if necessary, also on a cross-border basis (with Romania, Ukraine).

This position is expected to start on the 15th of August 2023 for a 12-month period, with the possibility of extension. The Communication Specialist will be responsible for covering the project activities in Chisinau and in the regions.

The primary role of the Communication Specialist consists in the active involvement in the process of the strengthening the political communication of state agencies at the national and local levels, advising on possible regulatory mechanisms to curb manipulated information in the sense of a multistakeholder approach, as well as building alliances in international networks.

The overall responsibilities covered by this position are as follows:

  • Strengthening professional and technical capacities of state actors to conduct target group-oriented and gender-sensitive information and education strategies
  • Supporting state actors in development and implementation of communication strategies, based on context analyses
  • Conducting or overseeing qualification measures for core staff of governmental agencies in order to improve their skills in designing communication strategies, including analysis and selection of suitable media channels and definition of target group/s, in the practical implementation of communication measures/campaigns in line with the overall communication strategy, e.g. formulation of target group-oriented core messages
  • Supporting core staff of governmental actors to develop communication measures for specific events (high-level fora, inter-governmental events, donor, or EU events).

Required qualifications:

  • academic degree in social / political sciences such as communication / journalism / media / languages or a comparable course of study
  • at least 5 years of professional working experience preferably at GIZ or other development-oriented international organizations, in the use of media for strategic communications including development and implementation of communication strategies using a multitude of analog and digital outlets
  • strong written and oral communication skills
  • experience in the development and implementation of effective media trainings for top state executives
  • experience in the use of social media or online channels for strategic communication
  • basic programming skills, graphic design, and photo editing skills in the field of layout software an asset 
  • basic programming skills and knowledge on usage of dashboard tools (PowerBI preferred) is a strong asset
  • strong diplomatic, managerial, organizational, and networking skills
  • strong gender competence, familiarity with the GIZ gender approach is a strong asset
  • high level of commitment, team spirit, reliability,
  • business fluency in English and Romanian; knowledge of Russian is a strong asset
  • ability to work under pressure to tight deadlines with excellent time management skills
  • Moldovan citizenship or holding permanent resident status in Moldova
