Re - announcement - Tender no. 83445003 for creation of a digital information system for regional and local development projects in the Republic of Moldova

The German Development Cooperation through GIZ is looking to contract a professional company for creation of a digital information system for regional and local development projects in the Republic of Moldova as a support to the Ministry of Infrastructure and Regional Development.

The aim of this project is to considerably improve the management and record-keeping aspects related to regional and local development projects by providing an integrated management tool and ensuring institutional memory, bringing together in a single information space all the data and processes.           

All activities shall be conducted according to the Terms of Reference (ToR).

Interested companies shall submit the following set of documents:

  • Certificate of the organization registration in the RM (copy); In case of consortia, a detailed description of it, as required in the ToR;
  • Company / organization profile; Description of relevant implemented projects;
  • CVs of the involved experts;
  • Certificates and authorizations confirming the permission to carry out the requested activities;
  • Technical proposal describing the approach, following main topics mentioned below;
  • The financial offer will be made in MDL (VAT 0 %) and shall be provided in detail, i.e. per deliverable/product.

 

Within the Technical proposal, the bidder will present:

  • Brief strategy for delivering the service according to the ToR;
  • Cooperation vision (Identify and establish cooperation with relevant partners; interaction between relevant actors in the field);
  • Technical description of the proposed solution;
  • Preliminary Project Plan;
  • Management of the project (approach and procedure for project coordination);
  • Personnel assignment plan as a Gantt chart (who, when, what work steps), including explanation and specification of expert days);
  • Description of relevant implemented projects;
  • Number of permanent employees for the last three years of activity;
  • Other relevant documents, if any.

All personal data are for the internal use of GIZ, confidentiality is guaranteed. Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

 

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than MDL (Moldovan Lei) will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.

 

Applications shall be delivered in sealed envelopes, showing the tender number (83445003) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Bvd. MD-2001 Chișinău, Republic of Moldova) not later than 13 October 2023, time 15:00.
