Tender no. 83438096 for contracting a company to provide services of designing and conducting communication and awareness raising activities within the Policy Advisory Fund project
The German Development Cooperation through GIZ is seeking to contract a company to provide services of designing and conducting communication and awareness raising activities within the Policy Advisory Fund project. The services within the assignment will be provided in the period between June 2023 – December 2024.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The tender is open to private companies resident in the Republic of Moldova, registered and operating in accordance with the legislation of the Republic of Moldova.
Specific requirements towards the bidders:
- The bidder will provide reference for at least 3 assignments in the field of corporate communications and awareness raising activities, similar to the specifics above, implemented during the last 5 years;
- Proven extensive experience in communications and public relations area;
- Good knowledge of national communications and media framework, public relations, social media networks;
- Proven experience in development and implementation of corporate communications and media consulting services;
- Possess experience in development of creative products suitable for different target groups of people;
- Proven experience in organizing media and PR events;
- Will provide one overall coordinator who will have the task of managing all project related activities and will be the contact person with the project team;
- The bidder is required to provide personnel (in-company staff or external experts) who are suited to filling the positions described, based on their CVs, the range of tasks involved and the required qualifications;
- Experience in working with international projects would be an asset.
The successful application shall include:
1. Technical Proposal, containing (in a separate sealed envelope):
- Brief outline of team composition and CVs of proposed experts according to described requirements;
- Brief information on previous performance, describing recent contracts of similar scope;
- Letter of interest, including a brief statement of understanding the assignment’s expectations (up to 2 pages);
- Copy of the company registration certificate in the Republic of Moldova;
- No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
2. Financial Proposal, containing (in a separate sealed envelope):
- Financial offer shall include a breakdown of amounts for the deliverables required under point 3 of the ToR, as well as the total budget expressed in MDL, VAT 0%; company bank data, including bank name and IBAN for MDL.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Bid’s evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer. Shortlisted applicants might be asked for an interview and additional information.
Applications shall be submitted in a sealed envelope to the GIZ country office – Chisinau, 73/1 Stefan cel Mare si Sfant Bvd., National Business Center, 9th floor – indicating the tender number 83438096, not later than May 26, 2023, 15:00 Chisinau local time.
Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
