Re- announcement No.2 -Tender no. 83429616 Develop the Policy document – National Economic Development Strategy 2024-2030

The German Development Cooperation through GIZ is looking for a company or a consortium of companies to develop the Policy document – National Economic Development Strategy 2024-2030, within its “Strong Businesses and Communities for Moldova” project.

All activities shall be conducted according to the Terms of Reference (ToR).

The objective of the current assignment is to support the Ministry of Economy in developing a comprehensive National Economic Development Strategy 2024-2030 (NEDS), aimed to provide a vision of a desired future state of the economy and strategic coordination across actors and programs.

To achieve the objective, the expert shall perform the following tasks:

  • Arrange meetings and coordinate activities with stakeholders (Ministry of Economy and State Chancellery, as well as other stakeholders);
  • Develop the concept of the NEDS, according to the art. 34 of GD 386/2020 on planning, developing, approving, implementing, monitoring, and evaluating the public policy documents;
  • Elaborate a draft of the NEDS, according to the art. 8 of GD 386/2020;
  • Elaborate the Informative Note to the draft GD on approving the NEDS, according to Law 100/2017 on legal acts;
  • Support the Ministry of Economy in consultation process, prepare a consolidated consultation analysis and adjust the drafts based on the following decisions.

The bidder shall fulfil the tasks in close coordination with the GIZ representatives.  

The tender is open to private companies which are residents of the Republic of Moldova, established and operating in accordance with the legislation of the respective country. For a consortium, a cooperation agreement should be included in the technical offer.

Offers must be prepared in English.

Proposals must be submitted in two parts, consisting of (according to the item 5 from TOR):

  • Part 1: Technical offer, that should describe in detail how the Offeror intends to carry out the Term of Reference (ToR) for the development of requested deliverables.

The technical offer should also include:

  • Contact data;
  • Copy of the organization registration certificate in the Republic of Moldova, any available license, permit, professional qualification certificate available;
  • Part 2: Financial offer, detailed budget expressed in Moldovan Lei, VAT 0.

Bids evaluation will be performed based on the ratio of 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83429616) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) not later than 20.03.2023 time 15:00.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
