OPERATIONAL GRANTS CALL

 

Short Description of the Project

“Resilient Civil Society and Media Respond to the Ukraine war” is a regional project implemented by the consortium led by Czech NGO People in Need (PIN) in partnership with Prague Civil Society Center and Netherlands Helsinki Committee. The project is funded by the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) of European Commission. The aim of this open call is to select Civil Society Organisations (CSOs) and initiative groups for support and cooperation during the project implementation period. PIN aims to support CSOs in developing skills and capacities to respond to the needs of the war-affected populations, as well as for delivering an increased and more inclusive range of services. The project duration is from 1 June, 2022 to 31 May, 2024.

More about who we are looking for

We aim to select at least 8 groups (4 emerging and 4 well established CSOs) in Moldova; 

CSOs and Groups/Initiatives can be active in areas including but not limited to:

  • Service provision to war-affected people,
  • Promoting integration with host communities.

Applications from private businesses, religious or political parties, public authorities or related organizations are not eligible under this call, as it is intended for civil society actors not linked to larger institutions.

 

More about CSOs/Groups/Initiatives that we are looking for:

  • Newly emerging civil society organizations (operating and legally registered within 3 years before submission of the application);
  • Mid-level and/or well established/experienced CSO (with experience managing budgets of more than 20,000 EUR per year);
  • Unregistered groups and initiatives – local, or created by Ukrainian citizens and operating in Moldova to respond to the needs of Ukrainian refugees residing/planning to arrive in Moldova; (if selected, in order to be able to receive funds, to be in a partnership with a registered CSO);
  • Displaced CSOs (from Ukraine; newly registered and / or registered in Moldova, either wishing to register on the territory of MDA (if selected, in order to be able to receive funds and in line with the local tax law, registration is mandatory; support in the registration process can be provided).

If you are:

  • currently working to respond to the short to medium-term needs of the war-affected population from Ukraine in Moldova

If you have:

  • Limited resources to provide relevant support;
  • Interest to increase your knowledge of humanitarian standards, safeguarding and legal frameworks;
  • Interest to be more engaged in refugee response, recovery planning and decision making;
  • Limited operational capacity to resume your activities as CSO after displacement;
  • Limited experience and tools for working in an emergency;
  • Limited access to financial means to provide services to war-affected population.

 

Project timeline:

The project activities start with its participant’s selection for the Operational Grants call and for future capacity-building activities; Selected Organizations start Operational Grants implementation, in parallel PIN provides specific mandatory training, as well as needs-based coaching and mentoring support and in-house consultations; all selected organizations have opportunity to use simplified version of PIN’s tool for your Organization’s capacity Assessment (OCAT); there will be restricted call for selected CSOs for Service provision grant financial support.

PIN is pleased to announce an open funding opportunity for project potential participants for 2022-2023. Funding for this call is provided by the European Commission, DG NEAR.

Currently, your organization has an opportunity to receive one type of financial support under this call:

  1. Operational Grant call

Operational costs include but are not limited to salaries of the staff members, office rent, office equipment and materials, and communication costs that allow them to continue their support to persons affected by the Ukraine war;

Total amount for operational grant per organization/initiative group:

  • Ø Emerging CSOs and initiative groups:

            Operational Grant - Between 1,000 - 5,000 EUR

  • Ø CSOs with budget experience of more than 20,000 EUR per annum:

Operational Grant - Between 8,000 - 15,000 EUR.

Specific dates and deadlines

  • Opening the grants call: September 09, 2022
  • Information session: September 21, 2022, at 2 p.m. (please, register for the info session by sending a message to: Moldova-CSA@peopleinneed.cz)
  • Deadline for receiving initial applications: October 07, 2022
  • Selection committee makes final decisions on pre-selected candidates: by October 30, 2022
  • Interviews with pre-selected candidates: November 01-04, 2022
  • Final decision and contracting: November 11, 2022.

 

  1. Next steps:

- After selection of CSOs for operational support as well as for future capacity building and service provision financial support activities – November, 2022.

Duration of operational grant: 10 months;

- then Mandatory trainings and Organisational Assessment procedure:  November – December, 2022;

- CSOs will be receiving Service Provision Grants: to be disbursed November 2022 - February 2023.   The aim of the service provision grants is to support CSOs targeting to aid the refugees and enhance integration between host and displaced communities through:

  • legal counselling to refugees
  • shelter assistance or temporary living
  • provision of food and non-food items to refugees
  • human rights advocacy
  • psycho-social and health-related support
  • social services for vulnerable groups, including children with special educational needs, PWD, survivors of SGBV, LGBTI community, ethnic minorities, etc.
  • adult education and employment activities
  • establishment of social enterprises and job creation
  • language support
  • advocacy campaigns
  • enhancement of existing social services to promote inclusion
  • other relevant actions.

- The additional needs-based training, coaching, and in-house consultations (identified by CSOs via organizational assessment tool) will be carried out during the implementation of the program up until February 2024. 

Applications will be evaluated by a selection committee formed by 5 independent members from PIN country mission, Headquarters, and external invited experts using the following criteria:
