Project Overview 

The objective of the Moldova Energy Security Activity (MESA) is to strengthen Moldova’s energy security by (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) expanding investment in energy efficiency and domestic power generation, particularly through adoption of renewable energy technologies.

Tetra Tech has an opportunity for a Project Assistant to support the implementation of MESA, which is administered by the United States Agency for International Development (USAID), from April 2022 to March 2026. The Project Assistant must be a resident of Moldova and able to work legally in the country. This is a full-time position, with hiring contingent upon USAID approval. Position responsibilities 

  • Execute office administration activities such as drafting correspondence; providing interpretation and translation services; maintaining the project’s physical property inventory; maintaining the office lease; procuring office equipment, furniture, supplies and associated items; coordinating for photocopying, binding materials and reports, printing business cards, and mail distribution; coordinating vehicle usage; updating project manuals.
  • Coordinate with local vendors for furniture, equipment, office supplies, etc., and solicit quotations.
  • Serve as MESA’s safety and security focal point complying with Tetra Tech’s Duty of Care standards and maintaining the MESA emergency contact rosters and phone tree.
  • Maintain, scan and file accounting documents and ensure all financial documentation is filed (securely) in hard copy and scanned and saved in project digital files.
  • Support the Operations Manager with monthly invoice management and financial closure activities.
  • Serve as primary focal point for MESA’s international experts traveling to Chisinau, coordinating hotel arrangements, transportation and other travel logistics.
  • Serve as greeter to office visitors and provide guidance during their visit.
  • Answer and direct incoming calls to staff members.
  • Develop meeting agendas; prepare lists of participants and invitations.
  • Draft correspondence and maintain the tracker of all correspondence issues.
  • Take meeting notes and prepare first draft of meeting minutes.
  • Organize project meetings, workshops and other special events.
  • Support travel arrangements for the MESA project team, including international and domestic flights, hotels and ground transportation.
  • Maintain and update the travel tracker and event schedules.
  • Support maintaining the inventory of general office supplies and project property.
  • Use Egnyte and MS Teams to maintain all project knowledge, including operational and technical information such as project deliverables, documents, reports, photos and other information.
  • Assist in coordinating with building management for office-related services such as letters of intent, lease agreement, fitting out of office space and fixtures, access control, common security, and other concerns.
  • Coordinate office policies and procedures.
  • Perform other relevant duties as assigned.

Minimum qualifications

  • Bachelor’s degree in business administration, finance, human resources, or a similar field.
  • At least three years of experience in a similar role, including at least one year in front office or secretarial services.
  • Proficiency in office systems and advanced computer literacy.
  • Familiarity with common work-related platforms, such as MS Teams.
  • Excellent interpersonal skills and ability to work as part of a team, including responsiveness to local and home office requests.
  • Detail oriented, with an emphasis on accuracy and meeting deadlines.
  • Excellent organizational skills, including ability to plan, explain procedures, and maintain documentation.
  • Ability to solve problems, analyze and understand business processes, and optimize office systems.
  • Strong interpersonal communication skills, including ability to interact with all levels of management across multiple objectives.
  • Fluency in English including reading and strong oral and written presentation skills.

Valued qualifications

  • Experience working with USAID or other donor-funded projects in Moldova.
