Acted is looking for a Partnership Program Officer

Under the direct supervision of the Consortium and Partnerships Coordinator, the Partnership Program Officer will primarily oversee the coordination of grant implementation by local CSOs, and local business entities. His/Her responsibilities will include supervising partners throughout Moldova, serving as the main point of contact for grant contracting, overseeing the implementation phase, ensuring compliance, and providing support to grant assistants and selected Civil Society Organizations regarding reporting and contractual issues. Additionally, He/She will address capacity building needs in alignment with humanitarian principles, Accountability to Affected Population (AAP), and vulnerability targeting. The officer will also manage projects to uphold minimum do no harm standards and prevent aid diversion, ensuring it reaches those in need.

Responsibilities:

  • Develop the CFP template and coordinate it with the designated PM to ensure alliance with the various project’s priority and guidelines.
  • Coordinate with CSO on writing, developing, and reporting of awarded grants.
  • Control all the supporting documents submitted by the CSOs, in connection with their sub-grant, to ensure that they are adherent to ACTED’s FLATS procedures.
  • Ensures granting documents are prepared in line with ACTED partnership approach.
  • Facilitates grant efforts, including grant approval process and post-award compliance.
  • Accountability to Affected Population (AAP), and vulnerability targeting.
  • Attending/Organising regular staff coordination meetings.
  • Excellent liaison with other Team Members, ensuring consistency and coordination of activities in the centre.
  • Timely reporting on problems and challenges while working with partners to the line Manager. 
  • Support draft of narrative reports / cluster report and contribute to the development of financial reports through regular budgetary follow ups. 
  • Communicate systematically to the Consortium and Partnerships Coordinator on Grant assistants progress and CSOs documentation & compliance.

  • University Degree

  • Computer Skills ( Microsoft Office Software, PMP, TOT)
  • Experience in social work
  • CSO engagement experience
  • Experience in Compliance and Financing
  • Grant management and Grant Writting
  • Languages: English, Romanian

The selection procedure consists of the following steps:

  • CV-analyzing the resumes based on the vacancy requirements.
  • Formation of a list of potential candidates, based on the score after CV-analysis.
  • Pre-interview by phone (just to clarify some details).
  • Invitation of candidates with a sufficiently high score after CV-analysis to the practical test driver.
  • Notification of the test results (within 1 week) and if the practical test driver is passed successfully invitation for an interview.
  • After the interview, sending a decision on the candidate (positive or negative), takes  within 1 week.
