 Program Summary:

 In Moldova, Project HOPE prioritizes locally-led development programs that support the primary healthcare system by strengthening the capacity of local actors to deliver quality services to the population.

Project HOPE, also, focuses on providing medical equipment and critical items to Moldova's critical health infrastructure to ensure timely access to vital medical resources, with a direct impact on quality of care, patient outcomes, emergency response, and overall institutional resilience during crises.

Project HOPE provides health and humanitarian assistance to local people in need and displaced people from Ukraine, as well as refugees from neighboring countries fleeing the ongoing conflict.

Position Summary:

Support program operation, special in MEARL activities as:
- Project Quality Implementation and Management
- Monitoring, Evaluation, Accountability & Learning of projects
- Donor and Internal Progress Reporting
- Field Monitoring
- Partnership Development and Networking

Key activities and Responsibilities:

Monitoring, Evaluation, Accountability & Learning of projects:
- Routinely monitor the progress of the program implementation. Develop strategies for assessing the quality of collected data for the indicators and manage tools and methods for assessing data quality for all indicators.
- Perform routine monitoring and coordinate routine data quality audits conducted in different sites, compile results at the level of a project and develop actions plans to implement corrective measure.
- Develop and use different qualitative and quantitate methods of data collection including structured/ semi-structured, key informant interviews, in-depth interviews, group discussions, focus group discussions and direct observations as an M&E tool.
- Develop specific, measurable, attainable, relevant, and timely (SMART) indicators and targets for the monthly reporting process. Ensure timely reporting of core, custom indicators, and cross cutting indicators on a
monthly basis.
- Ensure that data analytics and slides are produced for effective communication and dissemination of results to all stakeholders including Donors– contribute to information usage for program management, decision making and for data review meetings.
- Support the development and implementation of assessment, design, planning, and implementation of health programming.
- Conduct ongoing context monitoring. Actively participate in working groups and sectoral meetings relevant to the needs of the refugee population in accordance with the scope of Project HOPE. Ensure that Project HOPE leadership is aware of the latest developments about the key strategic discussions, up-to-date statistics, and political and operational trends.
- Oversee and optimize the flow of information, ensuring effective data collection, storage, and retrieval, and maintaining a comprehensive understanding of the context that impact decision-making within the organization.

Reporting:
- Ensure that all reports, including monthly, final, and ad hoc, if any, are submitted to Project HOPE regional, HQ colleagues, and Donors as per the set deadlines.
- Facilitate the sharing of comments, findings, and feedback among Project HOPE teams and partners to ensure that final quality reports are submitted on time.
- Support Program and Communication teams to regularly produce and update deliverables including brochures, social media posts, flyers, infographics, etc.
- Conduct regular field visits to observe best practices and challenges and gather content. Document Project HOPE activities and program achievements through photography, video, and written stories for the Communication teams..

Experience, Skills, Educational background:

- Knowledge of international affairs, global health, and humanitarian issues and principles
- Fluency in English and excellent writing skills for written communication targeting a variety of audiences.
- Experience working with quantitative and qualitative data assistance and familiarity with various data collection methodologies.
- Experience in database design of information tools and use of qualitative and quantitative software for data analysis
- Experience with the implementation and analysis of community-based feedback mechanisms and participatory assessments.
- Proficiency with computers both in word processing and data gathering spreadsheet programs, with presentation and report writing capability
- Proficiency with Microsoft Office – additional computer skills are a plus.
