This Proposal Opportunity:

Palladium is looking for Deputy Chief of Party candidates for the anticipated Safeguarding Moldova’s Digital Transformation project funded by USAID. The goal of Safeguarding Moldova's Digital Transformation is to support the safeguarding of Moldova's digital ecosystem to strengthen the protection of human rights, particularly of vulnerable groups and to enhance the involvement of civil society in decision-making processes at all levels, working with civil society and academia to build on existing and new multi-stakeholder partnerships with the government, private sector to develop legal expertise, draft EU-harmonized legislation and policies, build advocacy capacity, conduct independent oversight, and strengthen knowledge and skills, tackling some of the most pressing human rights issues in the digital age.

Under the supervision of the Chief of Party (COP), the DCOP leads technical aspects of the Safeguarding Moldova's Digital Transformation project in compliance with USAID and Palladium rules and regulations to achieve project objectives. The DCOP will provide support to the COP in liaising, programmatic, strategic development, and quality control duties. They shall have depth and breadth of technical expertise and experience, a solid professional reputation, interpersonal skills, and professional relationships to fulfill the requirements of the activity.

The Deputy Chief of Party will be based in Moldova.

Primary Duties and Responsibilities:

  • The Deputy Chief of Party (DCOP) shall provide support to the COP with strategic leadership and oversight to the activity.
      
  • Serve as a member of the senior leadership team of the program and support the Chief of Party in oversight of project staff and activities.
  • Co-lead and oversee programmatic functions, i.e., development of work plans, budgets, quarterly/annual reports, and ensure effective implementation of program strategy.
  • Maintain effective and open communication throughout the project with Chief of Party, USAID, Project Director, Objective
  • Leads, project operations teams, and other relevant stakeholders.
  • Work with the Chief of Party and other project staff to continuously refine implementation processes by integrating lessons learned and best practices.
  • Serve in an acting capacity in the absence of the COP.

Key Competencies Required:
 

  • A bachelor’s degree (or higher) degree in a relevant field of study, e.g. in international development, governance, digital transformation, human rights, data privacy and protection or a related field of study.
     
  • Minimum 5 years of experience in managerial and operational experience, preferably in managing large donor projects involving coordination with multiple implementing partners or institutions.
  • At least 5 years proven leadership in the administration of similar sized international donor- supported programs with skills in strategic planning, management, supervision, and budgeting.
  • Knowledge of USAID contract management, policies, procedures, regulations, and reporting requirements.
  • Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
  • Minimum 5 years of experience in developing activity work-plans, budgets, managing implementation, staff, and short-term technical assistance.
  • Proven track record of project management in Moldova or Eastern Europe region required.
  • Fluency in English with excellent written and oral communications skills.
  • Fluency in Romanian with excellent written and oral communications skills.
