Context:

Under the overall supervision of the Resource Management Officer (RMO) and direct supervision of the Supply Chain Management Officer; the successful candidate will support a wide range of logistics and procurement related activities within the mission.

Core Functions / Responsibilities:

Required Qualifications and Experience

  1. Assist with procurement activities in the office, including revision and consolidation of purchase request forms, organization and evaluation of bidding processes and follow up on purchase orders until the successful delivery of the products or services and timely payment to suppliers.
  2. Provide support with procurement actions; analyse procurement requests, identify service providers, evaluate information regarding vendor’s performance regarding quality, prices and delivery of goods and services in respect of organization’s best interests.
  3. Solicit bids or quotations, analyse them for conformity with specifications requirements, conduct appraisals and select suppliers, and confirm terms of payment. Prepare purchase orders (PO).
  4. Assist in negotiations of terms and conditions of purchases and help resolve issues related to the delivery of goods and services.
  5. Follow up on PO status and keep customers abreast of estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions. Ensure all expected merchandise is received in accordance with PO/ contract specifications.
  6. Provide all the necessary documentations to vendor regarding VAT and Customs exemption and follow up. Whenever feasible ensure that mission gets duty free good/ services.
  7. Assist with the development of procurement plans to optimize purchasing power and facilitate the implementation of project activities.
  8. Provide technical guidance to requisitioners and all staff in the office on preparation of specifications and procurement instructions and procedures.
  9. Provide specialized support in the planning, implementation and monitoring of logistics activities related to property and asset management, warehousing, insurance coverage, maintenance, and transportation.
  10. Participate in regular warehouse physical inventory counts and submits subsequent inventory reports.
  11. Maintain appropriate filing of logistics and procurement documents.
  12. Check data correctness to facilitate clearing in the system.
  13. Perform other duties as may be assigned.

Education:

  • University degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with minimum three years of relevant professional experience; or
  • High school diploma with six years of relevant professional experience
  • Certification in Procurement, Logistics or Supply Chain Management is an advantage.

Experience:

  • Experience in procurement and logistics and working with service providers and vendors;
  • Experience with asset management process;
  • Experience working with IOM/UN Procurement and Logistics Rules and Procedures is an advantage;
  • Experience working in an international organization in a multi-cultural setting an advantage.

Skills:

  • High level of computer literacy
  • Knowledge of SAP highly desirable
  • Ability to work with national and international institutions;
  • Ability to prepare clear and concise report;
  • Demonstrated ability to and exercise sound judgment;
  • Excellent communication and negotiation skills

Languages:

For this position, fluency in English and Romanian is required (oral and written). Working knowledge of Russian and/or Ukrainian is desirable.
