JOB DESCRIPTION

Background 

In response to the large-scale displacement of refugees fleeing Ukraine, NRC has set up humanitarian operations for refugees arriving in Poland, Romania, and the Republic of Moldova. NRC responds by focusing on an integrated approach that combines our sectoral areas of expertise – education, protection, urban displacement outside camps (UDOC), legal aid (ICLA), WASH, and shelter – working to a great extent with local partners. NRC’s Country Office in Romania and the Republic of Moldova has one of the largest and most complex portfolios of local partners within NRC. 

  1. Role and responsibilities 

The Partnership Technical Officer is responsible for providing key support to the Partnership Unit, which is composed of a Partnership Manager, a Partnership Coordinator (line manager), and a Capacity Building Coordinator. S/he will support the development and implementation of the partnership strategy that contributes to programme sustainability and high-quality programmes. The following responsibilities are relevant for this role: 

Generic responsibilities:

  1. Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements 
  1. Provide timely and context-specific information to internal and external stakeholders 
  1. Play an active and strategic role in the humanitarian community to strengthen the localisation of the response following the NRC country strategy 
  1. Ensure a high level of risk management and compliance in strong and reliable partnerships 
  1. Facilitate the transition from the delivery of humanitarian assistance and provision of the long- term development assistance to provide a durable solution for refugees and conflict-affected populations 
  1. Prepare and submit periodic and ad-hoc reports to the line manager 
  1. Provide specific technical support and capacity building to project staff 
  1. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action. 
  1. Ensure that all protection-related detected cases are referred to the concerned referral focal point and to the related Protection Focal Point. 

Specific responsibilities: 

  • Support Partnerships Coordinator with the management of sub-grants 
  • Build relations with a range of partners and work with the partnership team to identify prospective partners and their organisational development needs 
  • Summarise/translate in English organisational policies, procedures and other documents that are in the local language (when necessary) 
  • Provide clarifications and support to partners on how to fill programme documents 
  • Draft project implementation agreement and its annexes providing standard information, and consolidating inputs from programme and support teams (partners’ information, reporting schedule, etc.) 
  • Arrangements of the signatures and approvals for partnership-related documents with internal and external stakeholders 
  • Provide support to partners in cross-cutting issues (M&E, Finance, Procurement, etc..) with capacity building and good operational practices 
  • Participate in project review meetings and actively follow up on outstanding partnership issues 
  • Ensure NRC’s partnership-building approach is in line with the durable solution operational strategy 
  • Monitor partner’s   compliance   to   NRC’s   and, where   applicable   to   specific donor requirements 
  • Maintain partnership tracker, stakeholder mapping tools and partnership files, monitoring information in scope and updating tools accordingly as a daily routine 
  • Support NRC Country Office with the development and operationalisation of the partnership strategy by flagging bottlenecks in the utilised processes and providing suggestions for the improvement of existing mechanisms 
  • Other administrative support and assistance as required by the line manager.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: 

  • NRC staff: Partnerships Coordinator/Manager, Head of Programme, Area Manager(s), Grants Manager, Area Programme Manager(s), PDMs/PMs/PCs (ICLA, Protection, UDOC, WASH, Livelihoods and Cash) and Advocacy Unit, other programme and support staff 
  • I/NGOs staff 
  • Governmental organisations and communities 
  • Other stakeholders: universities and thinking hubs, Clusters, etc. 
  1. Competencies:

  • Bachelor’s degree or equivalent in a related area (social sciences, business, economics, international relations, humanities, law, etc.) 
  • Minimum 2 years of professional experience working in a humanitarian/recovery/human rights or development context or contract management in the private sector 
  • Advanced speaking, writing, and listening skills in English, Romanian, and/or Russian are required 
  • Good understanding of the civil society, governmental and/or private sector landscape 
  • Good understanding of project cycle management 
  • Attention to detail, organisational skills, and discretion with confidential information 
  • Confident user of the MS Office 365 Apps, online information platforms 
  • Documented/proven results related to the position’s responsibilities, particularly in the coordination 
  • and networking
