For our Europe and Central Asia Division, we are looking for a dynamic and highly qualified expert to be our next:

National Expert on National Governance Bodies (100%)

  • Location: Chisinau, Moldova 
  • Starting date: 1 January 2023
  • Note: The project is pending final approval of project donor. The actual employment and start date are conditional to the donor’s decisions.
  • Duration: 12-months fixed-term contract with the possibility of extension
  • Unit: Europe and Central Asia Division, Operations Department (OPS ECA)


YOUR ROLE
Under the supervision and in collaboration with the Lead Expert in Geneva and the Head of Office in Chisinau, the incumbent will be supporting DCAF in the implementation of the project “Strengthening Security Sector Governance in Moldova” (SSGM).

The project aims to enhance good governance of the security sector and consolidate the democratic resilience of the Moldovan state and society by supporting a stronger democratic culture rooted in professionalism and performance in the public sector. Fostering the executive and legislative capacity to contribute to security policy design, legislative development and meaningful oversight, the project will facilitate exchange between state institutions, civil society, and citizens to build cross-societal partnerships and promote democratic values and principles.

Overall Tasks and responsibilities:

  • Provide expert advice to project beneficiaries and SSGM project team on developments and activities pertaining to the Moldova’s national security, Parliament, Supreme Security Council (SSC), other security governance bodies, and Civil Society Organisations.
  • Provide expert advice on Moldova’s strategic, legal and regulatory framework relevant for national security governance.
  • Contribute to the design and implementation of project activities aimed at enhancing institutional capacity and expertise in national institutions and civil society.
  • Contribute to the design and implementation of project activities aimed at fostering multistakeholder dialogue between state and non-state actors.
  • Under the guidance and in cooperation with the Lead Expert in Geneva, establish communication channels and maintain good work relations with national and international stakeholders relevant to the implementation of the SSGM project.
  • Liaise with the Lead Expert and other Geneva-based staff, as necessary, to ensure proper project implementation.
  • Perform any other duties assigned to him/her by the Lead Expert for the implementation of DCAF activities in Moldova.

YOUR EXPERIENCE:

  • Advanced university degree in law, political science, international relations, security studies, human rights, or related field;
  • Minimum 7 years of working experience on issues related with security sector reform, democratic governance of security sector, democratic oversight, parliamentary development, rule of law, development assistance or EU integration.
  • A very good knowledge of government institutions and policy developments in Moldova;
  • A good knowledge on principles and practice of security sector reform and governance;
  • Knowledge of civil society organisations in Moldova;
  • Experience in results-based project management will be considered an asset;
  • Familiarity with adult learning theory and training development will be considered an asset.

Additional requirements:    

  • Moldovan citizenship/valid residency at the time of application is a pre-requisite;
  • Fluency in Romanian, and proficiency in English, both written and spoken;
  • Excellent inter-personal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural environment;
  • Excellent communication skills (oral and written);
  • Proven research, analytical and problem-solving skills;
  • Ability to work under pressure and under tight deadlines.
