Background:

USAID has awarded Dexis Consulting Group a task order to provide technical assistance to “Support the Pre-Vetting Secretariat” (SPVS). Assistance in the SPVS program will consist of the establishment and support of a Secretariat responsible for supporting the independent Evaluation Commission (EC) with investigation, analysis, and review of the integrity of candidates to the self-governing bodies of judges and prosecutors – the Superior Council of Magistracy (SCM) and the Superior Council of Prosecutors (SCP), respectively, as well as their affiliated bodies. Authority for the pre-vetting process is embedded in Law No. 26/2022 and pre-vetting  decisions are conducted by EC made up of three (3) national and three (3) international members. The Secretariat performs legal, technical and administrative roles and is led by a Head of Secretariat and Senior Coordinator. The overarching goal of USAID’s support and Dexis’s task order is the establishment of the Pre-Vetting Secretariat as fully operational, understanding its role and processes, and with the ability to prepare documents in accordance with the Pre-vetting law and within all established timelines.

Applicants should be aware of the following:

  1. Nationals and internationals may apply. All candidates must meet the required knowledge, skills, and abilities - including fluency in Romanian and English proficiency at grade B2 or higher.
  2. National applicants located within Moldova will be given preference.
  3. A written test may form part of the selection process.
  4. All job offers will be contingent upon successfully passing a background check from the Moldovan National Anti-Corruption Centre (NAC) and receipt of three positive professional reference checks.
  5. This is a full-time service contract opportunity with an anticipated period of performance of date of hire through mid- to late June 2023.
  6. Moldovan nationals offered employment may take a leave of absence and/or suspend their contractual obligations from their current Moldova based employment for the duration of this contract but may not be actively engaged with, nor paid by, any other organization during the contract period.
  7. Internationals offered employment must disclose all current employment/consultancy contracts and will also be expected to temporarily suspend all other employment activities.
  8. Remuneration is subject to negotiation based on background and experience of the chosen candidate but in general ranges between $130 to $160 gross per day. For national candidates’ daily rates are contracted in USD and paid in local currency (MDL) based on the prevailing rate of exchange provided by the central bank of Moldova.

Responsibilities:

The Pre-Vetting Analysis and Drafting Specialist will report to the Head of Secretariat and Senior Coordinator and will be responsible for compiling integrity (background) checks including but not limited to:

  1. Analysis of candidates’ asset declarations, including the 5-year declaration submitted in the pre-vetting context.
  2. Researching and compiling relevant open-source data regarding the candidates.
  3. Analysis of other sources of information submitted by public and private parties regarding the candidate relevant for integrity assessment.
  4. Drafting, including in cooperation with co-workers, individual integrity assessment reports for review by the Evaluation Commission.
  5. Drafting interim and final decisions for review by the Evaluation

Required Knowledge, Skills, and Abilities:

  1. Have a passion for Moldovan justice sector reform and desire to be an agent of
  2. Have at least 3 years of professional experience in the legal/justice sector.
  3. Highly organized and detailed oriented individual able to work in a high- performance team.
  4. Ability to communicate at a high-level both orally and in writing.
  5. Fluent in written and spoken Romanian, have a working proficiency of English (minimum of a B2 level)*
  6. A degree in law from an accredited university.

*B2 is defined as “upper intermediate” level. At B2 level one can take part in conversations on a variety of concrete and abstract topics. The speaker/reader may not know extensive technical terms but can convey complex thoughts, explanations, experiences, or concepts with moderate accuracy.
