UNDP Moldova: Driver/Administrative Clerk (NPSA-3) - AdTrade Project



Background

The overall objective and expected outcome of Advanced Cross-River Capacities for Trade project is to secure that men and women on both banks of the Nistru River have better livelihoods and living conditions, due to an improved cross-river cooperation to access the opportunities offered by Moldova’s external trade arrangements, contributing to an environment of trust and cooperation across the post-conflict divide.

Specific objectives (outputs):

Output 1. Improved cross-river exchange of information, knowledge, experience and understanding of the opportunities provided by DCFTA to companies from the Transnistria region
Output 2. Increased export activity of the business community from the Transnistria region as a result of better export promotion capacities and access to cross-river export support opportunities
Output 3. Micro, small and medium-sized enterprises across the Nistru river, in particular those led by women and benefitting vulnerable groups, are enabled to produce more competitive products

The project plans to draw on the experience achieved by the business community from the right bank in making use of the DCFTA instruments and transfer it to the left bank, connecting these business communities. As a result of the improved capacity and competitiveness of MSMEs from the Transnistria region, they are expected to intensify their export activity and penetrate new markets or expand on the existing ones. As the small business sector, being the backbone of every sound economy, is underrepresented in the Transnistrian region, the project will seek to expand the MSME sector in the region by supporting a number of start-ups and young companies with a particular focus on benefitting women and vulnerable groups.

Duties and Responsibilities

The incumbent is expected to exercise full compliance with UNDP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Car driving and maintenance:

Ensure proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for other related repairs, timely changes of oil, check of tires, brakes, car washing, etc.;
Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, preparation of monthly summary of fuel consumption and report to Project Manager;
Provide reliable and safe driving services by driving project vehicles for the transport of UNDP and project staff and visitors;
Delivery / collection of mail, documents, cargo, pouch and other items;
Meeting official personnel and visitors at the airport including visa and customs formalities arrangement when required;
Ensure safe and timely driving for field trips in- or out-side the country;
Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts in the assigned vehicle;
Ensure that all relevant UNDP rules and regulations are met if involved in an accident.

Clerical duties:

Provide support to the Project Associate in performing registry-related duties, such as photocopying and archiving correspondence/project files;
Distribute the project correspondence/material, mails and project documents;
Provide logistical support to Project Assistant to the organization and preparation of workshops, meetings and events, travel and accommodation arrangements for project personnel/consultants;
Assist Project Associate in obtaining quotations for vehicle repairs/servicing;
Be responsible for the office security;
Maintenance of files and records relevant to the project;
Perform minor renovation works in the project office;
Other duties as assigned.

Required Skills and Experience

Education

Secondary Education.
Valid driving license of 'B' category

Experience

3 years of professional driving experience in short and long road driving with safe driving records.

Desired Skills

Experience in administrative work, preferably in an international organization is desired
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling web-based management systems.
Excellent interpersonal skills are essential part of the job. Ability to communicate effectively and be efficient.

Languages

Fluency in Romanian and Russian (written and spoken).
Working knowledge of English.
Knowledge of one or more minority languages relevant for Moldova, including Romani, Gagauzian, Bulgarian, Ukrainian and sign language, is an asset.

Institutional Arrangement

Under the guidance and direct supervision of the Project Manager and under overall supervision of the relevant UNDP CO Programme staff, the incumbent assists in the effective and efficient management of the project through a range of actions, including driving and administrative support management. The employee applies and promotes a client-oriented approach consistent with UNDP rules and regulations.
