MDM is looking for Administrative Coordinator/Country Administrator



For more than 40 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

Main mission:
In the context of the mission opening in Moldova and under supervision of the General Coordinator, you will have to:
• Define, adapt, plan and supervise the implementation of the mission’s human resources frameworks, procedures and policies while respecting the local context, local legislation and MdM policies and values
• Plan, centralize, coordinate and supervise financial management and financial administration of mission
• Provide technical support to operational staff on the HR and financial management of the mission.

Main activities:
 Maintain expected standards regarding procedures and deadlines
 Lead the cross-cutting and multi-disciplinary connection within the context of the activities with MdM and partners’ teams
 As necessary: provide technical supervision, support partners. Compile, control and check elements submitted and ensure compliance with the MdM framework

Human resources management
 Establish and update a HR strategy in line with the mission strategy and ensure it is aligned with the local HR regulations and MdM’s HR policies
 Update and monitor the HR budget
 Ensure the rolling out of the classification and salary grid
 Establish, update and ensure compliance of the recruitment process and procedures
 Define, update, disseminate and supervise of the implementation of the HR contractual framework for national staff
 Supervise and/or carry out HR recruitment
 Supervise the administrative management of staff: drafting contracts, monitoring, establishing, and archiving staff records

Financial organization and compliance
 Develop and implement the financial procedures and guidelines
 Ensure internal financial procedures, systems, policies and controls are applied and complied with throughout the operations by all staff
 Ensure MdM compliance with tax laws
 Ensure MdM salary payments are in line with Local Labour and are completed in an accurate and timely manner
 Ensure a harmonized financial organization and ensure accurate documentation of all financial transactions

Treasury & Accounting
 Share fund requests to HQ
 Ensure that payments are made in a timely and secure manner
 Be responsible for the soft accountancy of all sites for both accounting & donor allocation
 Be responsible for the update and implementation of the money management protocols
 Coordinate the closure of monthly accountancy

Team management
 Recruit the staff under your direct or technical responsibility
 Ensure proper induction, capacity building and on the job training to team members
 Reinforce the capacity building of the administrative department staff

Communication, Reporting & Capitalisation
 Liaise with International NGOs Admin/HR coordinators in-country
 Participate to MdM team meetings
 Ensure the archives of folders of national staffs
 Approve monthly statements and ensure sending them monthly to HQ

Main skills:

 Three years’ higher education management qualification
 Four years’ experience minimum (including at least two years’ experience in the international charity field as administrator)
 Experience on a similar position and in a mission opening context
 Experience in negotiation and relationships with authorities in moving and difficult legal context
 Diplomacy, negotiation, and networking skills
 Ability to work under a minimum of supervision
 Reactivity, anticipation, adaptability, capacity to take initiatives
 Ability to classify and to manage priorities
 Team spirit
 Excellent Microsoft Office skills
 Languages: Fluent Romanian and knowledge of English mandatory, Russian an advantage
