Context:

Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighbouring countries have been reported countries in the following days. As response to the Ukrainian crisis, IOM Chisinau has increased operational activities which requires additional administrative staff.

Under the overall guidance of the Chief of Mission, the supervision of the Program and Operations Coordinator and the direct supervision of the Program Manager Housing/CBI/NFI, the incumbent will be responsible for:

Core Functions / Responsibilities:

  1. Plan and oversee implementation of Cash Based Interventions (CBI) activities (including situational analysis; needs assessment; beneficiaries targeting and cash disbursements) and support project teams in all aspect of CBI implementation.
  2. Liaise with local authorities in target communities for necessary preparation works to carry out CBI programming.
  3. Technically assist and coordinate with project focal persons to ensure that the CBI digital infrastructure is prepared and maintained to implement CBI projects.
  4. Technically assist project units in preparing and processing CBI payments according to finance unit regulations. Maintain comprehensive and accurate archives and tracking of all payment transactions & submissions and follow up to ensure payments are delivered on time.
  5. Provide structured capacity building & sensitization to all relevant staff, service providers, beneficiaries and vendors on CBI activities, process methodologies, accountability issues through induction, training, informal support and any other way identified.
  6. Support the Monitoring Evaluation Accountability and Learning (MEAL) unit in conducting their activities regarding all cash projects; particularly managing the Accountability to Affect Population (AAP) response mechanism for cash.
  7. Prepare monthly operational plans and coordinate with Program Manager Housing/CBI/NFI on progress of CBI activities and provide feedback to ensure operational efficiency.
  8. Contribute to development of Standard Operating Procedures for cash project implementation to ensure improvement of quality in cash project activities.
  9. Supervise CBI assistants & volunteers in the whole process of programme implementation.
  10. Draft monthly report of the programme with lessons learnt and recommendations.
  11. Frequent visit to field for implementation/monitoring of CBI activities.
  12. Assist the Program Manager Housing/CBI/NFI in all other administrative functions and duties, as required and assigned. 

Required Qualifications and Experience

Education

  • Bachelor’s degree in Social Sciences/Humanities/Development Studies or related field with four years of relevant professional experience; Or,
  • High School diploma with six years of relevant experience.

Experience

  • Experience in liaising with other national/international institutions, the UN and NGOs.

Skills

  • Strong sense of details and accuracy in all matters;
  • Reliable, able to work under pressure, good organizational skills and drive for results.

Languages

Fluency in English, Romanian and Russian is required. Working knowledge of Ukrainian, or any other languages is an advantage.
