Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighboring countries have been reported countries in the following days. While air travel has been suspended in Ukraine and Moldova, Ukraine shares land border with four European Union (EU) Member States: Poland, Romania, Hungary and Slovakia. Other non-EU countries (3) which share their border with Ukraine include Republic of Moldova, Russian Federation and Belarus. Large in and out flows to and through Moldova of Ukrainian and Third Country nationals created the need to transfer of persons in clear need of international protection.

IOM travel assistance serves to address individual health and safety and to manage conditions of public health concern as individuals move across geographical, health system and epidemiological boundaries. Within health assessments programmes, pre-departure medical screenings are performed in order to assess a migrant’s fitness to travel and provide medical clearance. These measures also ensure that migrants are referred to appropriate medical services once they arrive at their destination countries. Migrants who need medical assistance and care during travel are escorted by health professionals to avoid complications during the movement.

Under the overall supervision of the Chief of Mission, Emergency Coordinator and the direct supervision of the Migration Health Officer the Programme Admin Assistant will be responsible for:

Core Functions / Responsibilities:

  1. Provide day-to-day administrative and logistical support to Migration Health Program staff during program implementation.
  2. Schedule and inviting refugees to the predeparture health check-ups for the airlifts within EU solidarity platform.
  3. Process Medical refugees’ data in MIMOSA according to the Predeparture Evaluation Health Check Form.
  4. Provide daily statistic data to the Predeparture Medical Coordinator.
  5. Assisting in the organization of the trainings related to the Migration Health in Moldova.
  6. Prepare purchase requisitions and payment requests to ensure timely implementation of program activities.
  7. Assisting and participating in the organization of the meetings with government, non-governmental, and UN agencies/institutions, taking minutes of the meetings, brief notes/notes for the file.
  8. Assist in drafting contracts for consultants, trainers, and other related actors within the Migration Health Program activities in coordination with relevant staff.
  9. Verify data received by implementing partners and program staff.
  10. Respect IOM’s Data Protection Principles.
  11. Perform other duties as they might be assigned.

Required Qualifications and Experience


  • University degree in Business Administration, International Relations, Social Sciences, Public Health or other related fields with at least 3 years of working experience; or
  • High School diploma with five years of relevant experience.


  • Experience in Migration Health area.
  • Experience in field of public health, administration.
  • Work experience in multinational companies or international organizations.
  • Experience working with UN, IGO's, international NGO’s would be an advantage. 


  • Good computer skills - Word, Excel and Internet;
  • Strong interpersonal and communication skills.


Fluency in English, Romanian and Russian is required. Working knowledge of Ukrainian language is an advantage.
