Project Background:

The USAID Moldova Institutional and Structural Reforms Activity (MISRA) seeks to support Moldova’s economic recovery, advance the Government of Moldova’s economic Action Plan, strengthen public economic governance institutions, improve the trade and investment enabling environment, and accelerate financial sector reforms and inclusiveness.

Responsibilities and Tasks

The Component 4 Lead - Strategic Communications will be responsible for the following, but not limited to:

  • Leads Component 4 activities, including provision of results-oriented support to the GoM in in effectively messaging to the public about the country’s economic recovery and policy reform process
  • Solicits input from the private sector and civil society on needed improvements to the institutional, business, and trade enabling environment; and educates them on new processes;
  • Integrates best practices from the region in public-private sector engagement and communications outreach and monitoring, learning & evaluation
  • Oversees the quality of and manages all Activity initiatives strengthening public-private engagement on trade and business environment policies and administration;
  • Contributes to the preparation of project performance reporting and deliverables including annual and quarterly reports, success stories, briefs, and inputs for the program MEL plan;
  • Advises the Chief of Party on synchronizing program activities relevant to Component 4;
  • Operationalizes technical vision for meeting Component 4 objectives; marshals staff and other resources as required to deliver on vision;
  • Collaborates with COP and Grants & Procurement Manager to identify grant opportunities that advance Component 4 objectives;
  • Assists in developing statements of work, approval memoranda, and other USAID approval documentation needed to implement vision;
  • Cooperates and liaises with government stakeholders, donors, and other partners to ensure proper coordination, communication, and partnership in common efforts;
  • Presents information on Component 4 activities to relevant stakeholders;
  • Develops overall strategy to integrate Component 4 activities into project-supported reform measures to create critical mass of reform supporters;
  • Designs SOWs and engages local subcontractors to work with local partners on communication efforts;
  • Conducts workshops and develops and leads trainings as relevant to Component 4 activities;
  • Contributes to weekly, quarterly, and annual reporting requirements for USAID and to local counterparts as needed;
  • Contributes to overall activity design; oversees Component 4 activity budgets; provides regular updates to the COP on activity progress and monitoring and evaluation of results as needed;
  • Identifies and manages short-term consultants providing assistance to program goals and targets;
  • Performs other duties that may be assigned by COP to successfully implement program activities.


The Component 4 Lead - Strategic Communications will report to the Chief of Party (COP).

Required Skills and Qualifications:

  • Minimum of a Master's Degree in communications, marketing, public relations, journalism or related field;
  • 6-10 years of professional experience in media, communications, marketing, journalism or public relations;
  • The ability to target different audiences and to tailor communications materials accordingly;
  • Demonstrated cutting-edge knowledge of social media tools and techniques, to include Twitter, Instagram, LinkedIn, and Facebook;
  • The ability to quickly establish rapport and trust with leaders in civil society organizations, government, business associations, private sector companies, and universities.
  • Comprehensive computer skills, in particular Word, Excel, and Power Point; and
  • Strong organizational skills and excellent interpersonal and teamwork skills; and
  • Fluency in English and Romanian.
  • Demonstrated excellence in English and Romanian writing and composition skills;

Desired Skills and Qualifications (if applicable):

  • Strong network within both mainstream Moldovan media and focused press outlets (e.g., economic, trade, financial); and
  • Experience working with USAID and/or other international donor organizations preferred.
