Background

People in Need (PIN) is a Czech non-governmental organization that provides relief aid and development assistance while working to defend human rights and democratic freedom. It is one of the largest relief and development organizations in post-communist Europe and has administered projects in 37 countries over the past 20 years. Throughout its presence in the country, PIN has been contributing to the development of following sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, Good Governance.

Position overview

Short description of the project

The Project Officer will be part of the project team “Supporting together the vulnerable population affected by the energy crisis”, funded by the European Union and implemented by PIN Moldova, with the involvement of the Government of the Republic of Moldova and local public authorities. The aim of the project is to provide support to vulnerable groups affected by the energy crisis. Project activities are planned for 16 months, during which time elderly people, low-income families and families with many children, people with disabilities and other disadvantaged groups will be supported with financial and material aid as needed. Under this project, social service providers and civil society organisations will be selected to receive grants to increase their capacity of providing social services to vulnerable groups.

Technical focus:
The Project Officer’s primary role is to support in the implementation of the project activities under the leadership of the Project Manager.

Tasks and responsibilities:

  • Work closely with the Project Manager in achieving the overall objectives and indicators of the project;
  • Provide assistance in drafting project documents including Terms of Reference, official letters, reports etc.;
  • Coordinate the development of an indebtedness study and advocacy campaign for the vulnerable people affected by the energy crisis in Moldova;
  • Perform regular field visits to assess the situation of the beneficiaries on the ground and monitor field activities;
  • Liaise with project partners, grantees and other stakeholders to support the project implementation at various levels;
  • Contribute to the capacity building of the organisations supported by PIN Moldova;
  • Participate in the development of concepts and implementation of various events and activities undertaken by PIN Moldova;
  • Perform other duties as may be assigned.

Qualification:

  • Bachelor’s degree;
  • At least 2 year of relevant experience; Experience in the NGO field with a focus on civil society development or emergency programs is an advantage;
  • Team work;
  • Computer literate;
  • Ability to undertake regular field visits;
  • Excellent command of Romanian and Russian, English is an advantage.

Desirable skills:

  • Previous experience in community work;
  • A good listener, builds and maintains effective relationships with colleagues, team members and external partners at the community level;
  • Ability to manage time, prioritize tasks, respond quickly to requests;
  • Reliable and self-reliant personality.
