Context:

Following the launch of military operations across Ukrainian territory on 24 February 2022, substantive flows and displacements across Ukraine and toward neighbouring countries have been reported in the following days. As response to the Ukrainian crisis, IOM Chisinau has increased operational activities which required additional staff for the scale up and smooth implementation of its humanitarian and development work considering the migration dynamics in Moldova related to the Ukraine crisis.

As per the IOM Moldova country strategy and the Refugee Response Plan for Moldova, IOM is recruiting a Livelihood and Integration Field Team Leader to support the day-to-day implementation of livelihood and economic integration activities targeting Ukrainian refugees, TCNs, other migrants and host communities.

Under the general supervision of the Program Manager Transition and Recovery, and the direct supervision of the Livelihood and Inclusion Officer, the successful candidate will lead the field-based day to day livelihood project activities in selected district to enhance self-reliance, social and economic integration of refugees, migrants and host communities in close collaboration with relevant government authorities, community representatives and refugees and migrants through promoting community participation, ownership and leadership using community-based planning and area based integrated approach.

Core Functions / Responsibilities:

  1. Support and facilitate socio economic and labor market assessments, baseline surveys and feasibility assessments to enhance knowledge and information.
  2. Develop and support community-based beneficiary selection criteria and methodologies and ensure beneficiary selection, registration and targeting for different components of livelihood and inclusion projects.
  3. In close collaboration with supervisor and consultation with the rest of the IOM team, lead the identification of viable livelihood activities tailored to the local economy and market needs and interests and skills of target groups while also supporting beneficiaries with required technical, financial, material capacity building support to start and run small business.
  4. Organize and facilitate trainings on entrepreneurship, business development, legal advice on business startups, business marketing, financial management, business accounting, assets management etc. in close collaboration with relevant institutes and business training centers.
  5. Ensure referral of potential beneficiaries with business development services centers, business incubators, TVETs and institutes for enhancement of business skill and entrepreneurship skills of target beneficiaries.
  6. Support the provision of business counseling, mentorship, and monitoring of targeted beneficiaries through regular monitoring mechanisms.
  7. Coordinate with relevant authorities and civil society organizations for the setup of livelihood and inclusion programmes including for any required SOPs, MOU and agreements.
  8. In close coordination with and guidance from the Livelihood and Inclusion Manager, coordinate with relevant authorities on other matters related to the beneficiaries of livelihood support, access to labor markets, access to work permit and any day-to-day challenges and bottlenecks.
  9. Work in close collaboration with other IOM Units and programmes to strengthen integrated area-based approach.
  10. Monitor the day-to-day livelihood activities, ensure daily, weekly, monthly data collection and reporting on project activities.
  11. Prepare regular reports for donors, communication purpose, partners.
  12. Undertake duty travels as required.
  13. Perform other duties as required for the successful implementation of the project. 

Required Qualifications and Experience

Education

  • Bachelor’s degree in Development studies, Economics, Business Administration, Technical and Vocational Education or related field with four years of relevant professional experience; or
  • High School diploma with six years of relevant experience.  

Experience

  • Solid and demonstrable professional experience in entrepreneurship, business/enterprise development.
  • Strong team leadership and management experience.
  • Experience with migration and development work.
  • Experience on livelihood support to vulnerable communities and individuals. 
  • Experience in team leadership, project management.  

Skills

  • Excellent communication and negotiation skills, personal commitment, efficiency and flexibility.
  • Ability to work with minimal supervision and difficult conditions.
  • Good knowledge of Word, Excel.

Languages

Fluency in English, Romanian and Russian is required (oral and written). Knowledge of Ukrainian is an advantage.
