Organizational Setting

 

The Country Programming Framework (CPF) is FAO’s planning and programming strategic instrument at country level. CPF defines FAO’s contribution and deliverables towards achieving  national priorities and SDGs in line with strategic direction agreed upon between the United Nations and the host country in the Cooperation Framework. The next CPF for the period 2023-2027 for Moldova is to be developed in accordonace with the UN Sustainable Development Cooperation Framework (2023-2027) and sector priorities defined by the National Strategy on Agriculture and Rural Development 2022-2027.

Reporting Lines

The consultant will work under the guidance of the FAO Representative in Moldova and direct supervision of the Assistant FAO Representative in Moldova to support FAO’s country strategic programing workstreams, acting in close coordination with the Regional CPF Focal Point, the UN Resident Coordinator Office, UN Country Team and relevant partners, including representatives of the Government of Moldova, donors, CSOs, academia and the private sector.

Tasks and responsibilities 

Support development of the FAO’s Country Programming Framework (CPF) 2023-2027 for Moldova in alignment with the prospective United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027, the food and agriculture sector’s priorities stated in the National Strategy on Agriculture and Rural Development for 2022-2027 and FAO’s CPF guidelines, by:

  • Collecting relevant information and data and preparing a roadmap for CPF development;
  • Drafting the CPF based on the UN Common Country Analysis (CCA), the UNSDCF (Theory of Change, outcomes and outputs) and in accordance with the CPF Guide;
  • Supporting organization of the CPF related consultations with counterparts and stakeholders throughout the CPF development process as required;
  • Providing other related support as required.

Support FAO’s engagement and contribution to the relevant working groups in the UNSDCF development process to facilitate FAO’s inputs to the programming exercises, by:

  •  Participating as FAO’s focal point in the working groups on UNSDCF development and contributing to the identification, prioritization and formulation of the results chain for the cooperation framework development;
  • Preparing evidence-based sectoral and cross-sectoral analyses and reports to facilitate FAO’s contribution to the UNSDCF development;
  • Providing recommendations to FAO Country Office concerning best approaches and tools to support programming under the CPF and UNSDCF;
  • Maintaining regular contact with the United Nations Resident Coordinator Office related to other programming activities under the UNSDCF development, including joint UN resource mobilization;
  • Providing other related support as required

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Requirements

·         Master’s Degree or equivalent in agriculture, agriculture economics, economical science, public administration or related field with understanding of the agricultural, food security and rural development sectors;

·         Minimum 2 years of relevant experience in an international development organisation;

·         Proven skills and experience in undertaking and managing monitoring & evaluation exercises including collection, analysis and synthesis of data from primary and secondary sources;

·         Excellent written and oral knowledge of English and Romanian;

·         Computer literacy of the Microsoft package, including Word, Excel and PowerPoint;

·         Excellent communication, organizational and teamwork skills.
