GIZ - Advisor on VET and labour market development



 

GIZ is looking for an Advisor on VET and labour market development for its project “Strong Businesses and Communities for Moldova”, which is financed by both the European Union as well as the German Government.

This position is expected to start on 15th of April 2022 for a 12 months period, with the possibility of extension.

 

The primary role of the Advisor is to support the implementation of the VET component with a focus on VET and labour market development.

The permanent workplace for this position is in Chisinau.

 

 

The overall responsibilities covered by this position are as follows:

 

  • Supporting the private sector and municipal administrations to identify trends and priorities for better shaping the demand of qualified workforce and make the information available to policy-makers

  • Improvement of the linkages between enterprises and VET institutions, private training providers in order to trained or requalified job seekers

  • Supporting for VET institutions and private training providers to improve the quality of educational services

  • Facilitating the development of sustainable partnerships between (dual)VET institutions and companies for increasing the employability of the trained skilled workers

  • Coordinating local/regional meetings, workshops etc. on all levels among all relevant stakeholders in the field of (dual) VET and lifelong learning (LLL) 

  • Collaborating with local social support providers and other regional support structures, as well as other relevant stakeholders in order to identify and develop educational services for persons with high poverty risk

     

    Required qualifications:

     

 

  • Master’s degree or other equivalent graduation in Economics, Management and Organisational Development, Educational and Social Policies or other relevant fields

  • At least 5 years of professional working experience in areas of labour market development and education with the focus on VET system

  • Competence in applying different instruments/methods on needs assessment of initial and LLL training programmes for the labour market

  • Experience in development or coordination the educational packages establish process (PO, SO, QS) for VET programmes

  • Previous expertise in interacting with private sector, educational institutions and social partners

  • Good knowledge of main features of the (dual)VET and LLL system, including its relation to shaping skills needs on the labour market in Moldova

  • Proven experience in coordinating capacity development programmes

  • Ability to establish and coordinate networks consisting of a wide range of partners from diverse backgrounds

  • Proven excellent written and verbal skills in Romanian and English and exceptional writing skills both for traditional and electronic media are mandatory

  • Fluency in the use of software applications, such as Excel, Word and PowerPoint, Microsoft 365

  • Ability to work under pressure to tight deadlines with excellent time management skills
