Location: Chisinau, with occasional travel to PIN field locations

Reports to: Country Director

Introduction

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. From 2009 onwards, PIN has added development programmes to its work in Moldova, building a vision and practices that keep people and communities at the centre of our work.

Throughout its presence in the country, PIN has been contributing to the development of four sectors: Sustainable Livelihood and Environment, Social Inclusion and Protection, Good Governance, Support to Civil Society.

Scope of work

The main tasks of the Safeguarding Officer (SO) are to support effective implementation of the PIN key policies: Code of Conduct, Policy on Ethical Conduct, Conflict of Interest Policy, Child Protection Policy, Anti-corruption policy, Risk Management Policy and other key PIN policies; provide advice, capacity building and support to PIN and partner staff to enable them to proactively identify and mitigate safeguarding risks; ensure that safeguarding measures are built in PIN systems and programming;  ensure that reported safeguarding concerns are followed up safely and efficiently.

The SO cooperates closely with other members of country program management and has a very close link to Human Resources (HR), Procurement, Finance and Monitoring & Evaluation units/functions and Programs management; furthermore, he/she cooperates with HQ Compliance unit from Prague.

Duties & Responsibilities

Safeguarding (SG) Capacity development

  • Deliver safeguarding (SG) induction and refresher training as appropriate
  • Deliver SG training to enable PIN and partners staff with key responsibilities to undertake their roles and mainstream SG functions
  • Provide guidance for the local PIN partners on SG
  • Provide on-going mentoring and support to PIN and partner staff to take proactive steps to ensure that all programming activity identifies the potential risks and works to eliminate and mitigate those risks
  • Build the capacity of the SG focal persons especially in receiving and recording reports
  • Develop capacity of HR to ensure safe recruitment
  • Take part in development/update/review and effective usage of SG training materials and tools
  • Facilitate regular opportunities to discuss concerns about practice within teams or with other colleagues to help develop a safe working environment and an open and supportive management culture
  • Ensure issuing and dissemination of SG materials (policies printouts, SG visibility materials, etc.)
  • Actively participates in internal as well as external trainings and cascade these trainings internally.

SG Procedures and systems

  • Monitor the overall implementation of the SG policies throughout the country programme
  • Identify and utilize opportunities to integrate SG approaches into all aspects of PIN work
  • Ensure that the SG mechanisms are in place and are subject to monitoring/review
  • Ensure SG concerns are reported effectively in line with the Community Response Mechanism (CRM) and Whistleblowing policies, act as the country program referral point
  • Ensure that concerns are followed up safely and effectively in line with the Investigation guidelines, including victim(s) support and safety
  • Compile SG cases, report it to the Country Director (Relief and Development Department management, if relevant), fill in investigation logbook
  • File all cases and investigation documents as a hard and soft copy 
  • Update country program Risk Register with safeguarding issues
  • Review and strengthen SG systems, risk assessments.

Audits

In close cooperation with the Senior SG Officer at HQ Compliance unit (PIN Internal Auditor respectively):

  • Participate in internal as well as external audits as a country program referral point for SG
  • Ensure implementation of PIN policies review/updates
  • Participate in Corrective Action Plan preparation and implementation at country program level (if applicable).

Other

  • Participate in relevant internal and external meetings and SG platforms.

 

Knowledge/experience, qualifications/skills and abilities required

The successful candidate will be able to work without direct supervision, pay attention to details and will exhibit personal commitment, drive for results, efficiency, flexibility, respect for diversity, creative thinking and problem solving.
