Request for Proposal - MISRA - Upgrade to Open Data Portal

The USAID Moldova Institutional and Structural Reforms Activity (MISRA) is pleased to announce the issuance of the RFP-MISRA-019 for the upgrade of the Open Data Portal (https://date.gov.md/).

 The Open Data Portal (https://date.gov.md/) is a public informational resource aimed to provide the public with data collected and produced by authorities, state institutions, and the Government in general. The Open Data Portal is a governmental service that enables entities to access accurate, updated data from registers and state information systems in real time per legal requirements. Open government data is freely available to anyone to use including for copying, transmission, distribution, modification, transformation, and re-publication without any restrictions or controls.

The Open Data Portal is based on CKAN (Comprehensive Knowledge Archive Network), an open-source technology used worldwide by different governments and companies for managing open data. The CKAN backend, i.e., the part that runs on the web server, is mainly written in Python. The web pages include JavaScript and the database is PostgreSQL. Searches are implemented by Solr. The CKAN backend can be queried through web APIs.

 The existing Open Data Portal is based on CKAN version 2.4., which is outdated and, consequently, has deficiencies in generating data. Therefore, this work will support EGA in upgrading the Open Data Portal and ensure that all functionalities work fully and reliably.

The MISRA project is seeking technical and cost proposals from eligible firms for provision of IT services in view of upgrading the Open Data Portal (ODP) and invites all interested companies to participate in this procurement call with their best offer.
