Tender no. 83414720 Baseline study for project interventions on urban development in Soroca and Comrat



The German Development Cooperation through GIZ is looking for a company or a consortium of companies that will be able to conduct a Baseline study for project interventions on urban development in Soroca and Comrat for its “Strong Businesses and Communities for Moldova” project.

The objective of this assignment is to provide relevant data and recommendations on the main actors that can be involved in urban development processes for Soroca and Comrat cities and to identify their capacity development needs. It should include recommendations for actors to involve in a possible implementation / steering board from the cities, and a list of possible urban development areas in which the project could support the partner cities should be developed.

To achieve the objective, the expert shall perform the following tasks: 

  1. Provide the methodology that is proposed to be applied for the elaboration of the baseline study.
  2. Collection and analysis of data on relevant organisations in Soroca and Comrat cities (various forms of data collection should be used).
  3. Mapping of local public institutions, business organisations, civil society organisations, public service providers, business development structures and others, which could have a relevant role in the integrated urban development process.
  4. For organisations / institutions with a relevant role for involvement in the integrated urban development processes, the relevant areas in which capacity development is necessary for effective involvement in the planned activities within the project will be identified.
  5. Recommendations will be provided on how to work with relevant organisations as well as on valuable formats to ensure an advanced degree of their participation and involvement in the project activities under component 2.
  6. The interim results of the study will be presented and discussed with the colleagues of component 2 of the SBC project. Based on the feedback, the final baseline study will be elaborated and presented to the respective GIZ staff.

The tender is open to private companies, public institutions, non-government organisations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer. 

Offers must be prepared in English.  

Proposals must be submitted in two parts, consisting of: 

  • Part 1, in a separate envelope: Technical offer, according to the TOR (the technical offer segment),
  • Part 2, in a separate envelope: Financial offer, according to the TOR (the financial offer segment) - detailed budget expressed in Moldovan Lei, VAT 0.

Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Applications shall be delivered in sealed envelopes (physical form), showing the tender number (83414720) and subject on it, to the address of GIZ Office Chisinau (73/1 Stefan cel Mare si Sfant Boulevard, NBC building; 9th floor, Chisinau) not later than 08.08.2022 time 15:00. 

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
